Benefits Manager

Boise State University invites interested applicants for the position of Benefits Manager, to become a part of our team to continue our quest toward becoming a Metropolitan Research University of Distinction. This position will focus its time on two major areas of responsibility: the hands on and the day-to-day supervision and administration of existing plans and the potential creation and management of a ‘self insurance’ program in collaboration with other Idaho Higher Ed institutions. While maintaining focus on these two major responsibilities, the Benefits Manager will also develop cost control procedures that assure maximum coverage at the least possible cost to the university, its partners, and their employees and dependents.
You will have the opportunity to:
- Administer and manage employee benefits programs including: health insurance, retirement, life insurance, tax-sheltered annuities, worker’s compensation, disability programs, Employee Assistance Program (EAP), executive compensation, the Family and Medical Leave Act (FMLA), COBRA, fee waiver administration, death claims, voluntary benefits and all other programs
- Develop, recommend and install approved, new, or modified plans and employee benefit policies
- Manage the communication of varied benefits plans to employees
- Provide leadership to benefits team including: hiring, training and evaluating staff
- Develop and implement department policies and procedures
At a minimum you should have:
- Bachelor’s degree or equivalent professional experience
- Seven years experience in professional benefits administration of which three years include managing and administering a comprehensive benefits program including experience in benefit plan development and implementation
- Two Years experience supervising and managing staff
- Extensive knowledge of state and federal laws and federal regulations related to: 401 (a), 403(b), 457(b), Family Medical Leave Act, Americans with Disabilities Act, and benefit plan administration
- Experience in developing specifications and administering health, disability and life insurance plans; defined benefit and defined contribution retirement plans; and health insurance plans
- Experience preparing federal and state reports required for employee benefit plans
- Strong written and verbal communication skills
- Demonstrated experience working effectively in a collaborative environment
- Knowledge of and experience with computerized benefits administration programs
The preferred candidate will have:
- Master’s degree in Human Resources Management
- Three or more years experience creating and developing specifications and participating in contracting negotiations with Third Party Administrators (TPA)
- Certified Employee Benefits Specialist (CEBS)Certification
- One to two years experience in Higher Education
- Experience with Oracle/PeopleSoft
