Position Summary

Boise State University has an immediate opportunity for a solutions oriented, creative payroll professional to become a key liaison between a large project team and the payroll department.  Interested applicants are encouraged to apply for the position of Payroll Analyst.  The University is renovating the PeopleSoft human resource, payroll and time reporting systems.  The project involves re-design of system core configuration and removal of customizations to the current system.  More importantly, the project is focused on re-design of payroll and time reporting business processes both centrally and within campus departments to improve efficiency, internal controls and customer service.


This position will assist the Payroll Director and Staff in implementing best practices, by blending operations knowledge and process improvement skills with documentation skills.  A primary goal of the position is to design and document a future state business process vision for the department.   The position is currently funded through March 2016.


Duties include, but are not limited to:

Maintain and recommend large industry best practices in payroll operations.

  • Review current payroll processes
  • Brainstorm with the Director and research solutions to issues
  • Test solutions in the system and document test steps
  • Write queries to gather data; verify and analyze data to identify issues and proof proposed solutions


Learn Boise State Payroll PeopleSoft System functionality.

  • Identify elements of the delivered system that could be leveraged today and as the PeopleSoft Renovation Project (PRP) evolves.
  • Provide consultation and assistance on program planning, development and implementation techniques.
  • Teach Payroll staff easier, quicker methods to accomplish tasks within the payroll systems.
  • Work closely with Payroll staff identifying need for system revisions, formulating system requests and recommendations and analyzing post–implementation results of system changes.


Act, in collaboration with the Payroll Director, as liaison to PRP team.

  • Create future state of business processes and efficiently document the progress of the project.
  • Aid in gathering functional requirements
  • Research and relay answers to PRP as needed
  • Continually update Payroll team on the status of the project
  • Work with team members from peer departments to ensure solutions are effective for all units (Human Resources, Controller, Research etc.)
  • Participate in training development for campus
  • Apply knowledge of regulations to ensure future state compliance including but not limited to:
    • FLSA
    • Tax Reporting
    • Garnishments
    • Payroll deductions
Minimum Qualifications
  • Bachelor’s degree or equivalent experience and 2 years of experience
Preferred Qualifications

Five or more years of experience in a complex payroll department and exposure to all aspects of the payroll process, including an understanding of how the processes impact end user departments.  Experience with exempt and non-exempt employee classifications and familiarity with overtime regulations is important.  Experience with business process improvement is also necessary for success.


This position is an exempt professional position with an excellent benefits package including medical/dental/vision/life insurance, retirement plan, reduced tuition benefits, 24 days’ vacation leave and 12 days sick leave annually, plus 10 paid holidays, as well as other benefits.  $47,500 per year, plus an excellent benefits package is available for eligible employees, for more information visit: .
